Abstract
The social, political and technological changes of the 21st century with the rapid technological progress but also the dizzying speed at which the information spreads to all the lengths and breadths of the earth could not leave the branch of diplomacy unaffected. More than ever it’s necessary to develop a new form of diplomacy which will not have the primary pursuit of interest but will be characterized by the need to understand the values and symbols of other countries. Cultural diplomacy aims at the knowledge of the people who try to negotiate, to influence and to be influenced. The purpose is to decode the meanings and symbols and not just the knowledge of the history of the people worldwide. The exercise of foreign policy through cultural diplomacy is an insurmountable need. Cultural diplomacy is a mild force of diplomacy and includes any action related to cultural cooperation between nation. Consequently, Cultural diplomacy is a technocratic process and is implemented by both state and non-state entity. The dissertation will deal at the first level with the role of Cultural diplomacy in foreign policy and consequently in international relations, in the bodies that practice this type of diplomacy with references to both Greek government entity and international organizations and international collective initiatives. In addition, the museums, which are the treasury of the culture of each country and through the mutually beneficial actions, give the catalytic role in the exercise of Cultural diplomacy and through the mutually beneficial actions give the possibility of promoting the image of a state in the world. In addition, the research will focus on an issue that aims to highlight and that is nothing more than cultural genocide in the case of ISIS and what it provides for this international law. Finally, the case study through the historical background will bring back the issue of the Parthenon marbles, an issue of great emotional and cultural importance, a burning issue that has returned to the forefront.
