Abstract
The SARS-CoV-2 epidemic was first detected in China in December 2019, and evolved into a global coronavirus pandemic (COVID-19), according to the World Health Organization's declaration in March 2020. It put the world in a state of emergency, with severe impacts on the health, social, political, cultural, civilizational, economic and financial systems. Public Libraries, as essential and critical institutional supporters of education and information, have been called upon to manage the crisis and adapt immediately. The challenge of finding innovative and creative solutions, based on digital transformation and digital culture, emerged as an opportunity that activated collaboration between leaders, human resources and institutions. Nevertheless, the ineffectiveness of some Public Libraries to manage the crisis and prepare for operating under a "new normal" raises the question of the crucial contribution of a strategic plan for disaster response and recovery in times of global health, or other types of, crises. Participatory culture in the context of an extended information network emerges as an ongoing, radical, fundamental transformation that promotes, at the national and global level, the health, well-being, resilience, sustainability and sustainable development of societies.
