Abstract
In this paper we will deal with issues of regional development. We will try to see how modern societies are looking for ways to redefine and change identity.How they use the past to change their future. How does the state contribute to this with local bodies, how does the state get involved and finally how does the European Union intervene, in a more general context. We will see how, through the institution of the European Capital of Culture for 2023, Elefsina wanted to radically change as a destination and if it finally succeeded. After extensive research in the area, we saw how the residents perceive the institution. What was the action plan and whether the goal was finally achieved.In the following chapters, Eleusis and its history are presented through the centuries, but also through the different cultural cultures that make it up. We will see how it shapes its image and its brand so far. We will analyze the institution of the Cultural Capital and see examples that utilized it in a positive way.We will present the vision of Elefsina for 2023 and what it will achieve from this year. Then, we will take stock of the actions and what the local society finally achieved with this institution. Finally, we will present our own proposals on how Elefsina, even after the end of 2023, could emerge victorious from this and finally manage to change its definition and become a center of interest for the country, but also gradually and Europe.
